You have 5 slots and 2 slots below them. The 5 slots represent the maximum number of drivers per garage once you have upgraded to the max capacity. The 2 slots below the 5 slots only become accupied when you hi light/select a driver. This will then show the picture of the driver and the truck they are driving which you have selected.
